A meeting earlier this year on the Lara project (supplied).

A local developer pushing against a proposed waste-to-energy incinerator argues the CO2 emissions would be double what was forecast.

Richard Bisinella has written to Premier Jacinta Allan this week to raise concerns about modelling on the project after commissioning a report on the issue.

The Age is reporting the report by environmental consultants Peter J Ramsay and Associates, found emissions would be 420,000 tonnes each year, rather than 192,000 forecast originally.

Mr Bisinella says it shows the project would be well over the 200,000 tonne emission threshold to trigger an environmental affects process.

Local MPs have joined many businesses and locals against project by Prospect Hill International proposed for McManus Road.

Prospect Hill says the project will process waste which cannot be recycled or reused and would go to landfill.

The EPA approved a development licence application in December last year, but that has been taken to VCAT.

The Victorian government is yet to say whether it sill approve the project.
